Ishtar, in this incarnation, was summoned by the matron of a temple whose city was sieged by demonic beasts. Summoning such a god as Ishtar into the physical realm was near impossible, so the matron used magic to pluck a human girl from another timeline with similar personality traits. In the event of manifesting Ishtar into that body, Ishtar fused with the girl and the two became the "New Ishtar". Neither one nor the other suppressing each other, but instead blended together to form a new whole. This means that the human body limits Ishtar's abilities as a goddess, but also that Ishtar's divinity elevates the human body to be capable of more than possible for it originally.
